ACT NRM COUNCIL TERMS OF REFERENCE

Advise Ministers, through the Commonwealth/Australian Capital Territory Steering Committee, on:
- investment priorities in the Australian Capital Territory for NHT, NAP, National Landcare Program (NLP), Caring for our Country and other similar program funding;
- progress towards achieving agreed Natural Resource Management Targets and prioritised Management Actions from the Territory NRM Plan; and
- any other aspect of integrated natural resource management referred by Ministers to the Council.
Territory NRM Plan and Territory NRM Investment Strategy
Consistent with the delegated responsibilities provided for under NHT, NAP and Caring for our Country Bilateral Agreements:
- Oversee the implementation of the accredited Territory NRM Plan that contains Aspirational Targets, Resource Condition Targets, Management Targets and prioritised Management Actions;
- Implement the Territory Investment Strategy consistent with the Bilateral Agreements to give effect to the Territory NRM Plan and review it annually or as requested by the Commonwealth/ Australian Capital Territory NRM Steering Committee;
- Maintain the Territory NRM Plan and Territory Investment Strategy, reviewing them as outlined in the Territory NRM Plan and as requested by the Steering Committee;
Engage Indigenous people in the ACT to ensure that the use of their traditional knowledge in the scientific, commercial and public domains for NAP and Trust purposes proceeds only with the cooperation and control of the traditional owners of that knowledge, and to ensure that the use and collection of such knowledge promotes social and economic benefits to the traditional owners;
Ensure that the Territory NRM Plan and Territory Investment Strategy is developed in consultation with relevant agencies with statutory NRM responsibilities, rural lessees, other land owners and managers, community and industry stakeholders and that local knowledge is valued alongside scientific knowledge.
Document how the Commonwealth’s Protocol for Community Engagement in Territory NRM Planning and Implementation has been addressed in implementing the Territory NRM Plan.
Facilitate the delivery of education, information and training to the broad community and segments of the community with interests in NRM through identifying appropriate activities in the Territory Investment Strategy and provide advice on priorities for investment in line with the Territory NRM Plan;
Implement the NAP, the Trust and Caring for our Country in the Australian Capital Territory; and
Receive and review financial and progress reports
Support the Territory facilitator network in their role to engage stakeholders in the development and implementation of the Territory NRM Plan; ;
Ensure that monitoring and evaluation in the Territory NRM Plan is consistent with the National Frameworks for Natural Resource Management Standards and Targets and National Natural Resource Management Monitoring and Evaluation;
Ensure that the cost of monitoring and evaluation are incorporated into the Territory Investment Strategy and individual project budgets as appropriate.
